How our state representatives voted
During the 2026 session, the Arizona State Legislature introduced over 2,000 bills, but voted on and passed fewer than 200 of them out of both chambers.
Our state representatives don't always vote the same.
Below we are highlighting just a few bills in which incumbent LD21 State Representatives Stephanie Stahl Hamilton and Consuelo Hernandez voted differently.

HB4117: Official Title: Interfering with religious service

Sponsors of this bill were Republican Representatives Teresa Martinez, Rachel Keshel, and Michael Way. 

 

Stephanie Stahl Hamilton, along with 18 other Democrats and 1 Republican, voted 'no' on this legislation.

Consuelo Hernandez was one of 6 Democrats and 29 Republicans who voted 'yes' for this bill on the third reading.

Context: A wave of Republican bills have been introduced in state legislatures after Minneapolis anti-ICE activists from the Racial Justice Network and Black Lives Matter Minnesota demonstrated at a Sunday service at Cities Church in St. Paul, Minnesota. One of the church pastors, David Easterwood, was serving as an acting director for the local ICE office. The broader push for these bills across the country has been heavily supported by right-wing groups such as the Center for Arizona Policy

Status: Arizona Governor Katie Hobbs signed House Bill 4117 into law.​​​​

HB2758: Official bill title: McMullen Valley; eligible entities; groundwater 

​

Sponsors of this bill were Republican Representatives Gail Griffin and Walter Blackman

Consuelo Hernandez voted 'yes' for this legislation, along with 28 Republicans and only 3 other Democrats.

Stephanie Stahl Hamilton voted 'no,' along with 21 other Democrats and 2 Republicans.

Context: Arizona House Bill 2758 would expand the ability of "eligible entities" (such as cities, towns, or private water companies) to pump groundwater from the rural McMullen Valley Basin and transport it to distant Active Management Areas (AMAs), like the Phoenix metropolitan area. 

​

​Groups for this bill include Water Asset Management, a New York hedge fund that owns over 12,000 acres of farmland in McMullen Valley. Industry coalitions supporting the measure (and opposing rural groundwater regulations) include the Home Builders Association of Central Arizona, Southern Arizona Home Builders Association, Arizona Mining Association, Arizona Rock Products Association, and the Arizona Cattle Feeders Association. 

 

Opposition to the bill include: Rural County Supervisors: Supervisors from La Paz, Coconino, Mohave, and Yavapai counties (including La Paz's Holly Irwin, Mohave's Travis Lingenfelter, and Yavapai's Nikki Check).  They argue the legislation strips rural areas of protections and leaves them "out to dry" to benefit outside corporate expansion. Many Democratic lawmakers in the Arizona legislature oppose the bill, expressing concern over transferring lifeblood water resources to high bidders while leaving rural aquifers at risk of depletion. Organizations like Rural AZ Action strongly oppose the bill, warning that it sets a dangerous precedent by allowing outside investors and hedge funds to profit off rural water.

Status: While the bill successfully passed the Arizona House of Representatives in February and was advanced out of the Senate Natural Resources Committee in March, it ultimately stalled and was not brought to a final floor vote before the session concluded.

→ The 21st Century Economic Bill of Rights calls on all Democratic candidates and officeholders to support the right to: • a job that pays a living wage • a voice & protections in the workplace through a union & collective bargaining • comprehensive quality health care • a complete cost-free public education & access to high speed & reliable broadband internet • decent, safe, affordable housing • a clean environment & a healthy planet • a meaningful endowment of resources at birth & a secure retirement with dignity • sound banking & financial services • an equitable & economically fair justice system • vote & otherwise freely participate in public life. The complete 21st Century Economic Bill of Rights will be included within the Arizona Democratic Party Platform.
